In front of me is Huawei P40 Pro Plus and let me show you how to activate and use TalkBack on the following device

So firstly you have to open the settings, then find and select Accessibility Features and now go to the Accessibility

Now click on Screen Reader and if you'd like to activate it, just tap here

Now confirm that you are giving all the needed permissions to your screen reader by tapping on OK
